Mr. Cotter began his career over 40 years ago in 1971 when he founded a small Community Recycling Center in California. Mr. Cotter also worked in the scrap metal recycling industry from 1978-1982, working one of the largest scrap metal recycling companies in America. In 1982 Mr. Cotter was appointed to the position of Recycling Coordinator for the City and County of San Francisco, overseeing the development of the commercial and residential recycling programs for the City. Mr. Cotter moved from the government position to working for the private sector company in San Francisco, Norcal Waste Systems. Mr. Cotter worked for Norcal from 1987 through 1993 as Vice President and General Manager of their recycling operations. Norcal is one of the largest privately held garbage collection and recycling companies in America, and fully dedicated to recycling all categories or waste in San Francisco Mr. Cotter joined Cellmark, Inc. in 1993 and is the Vice President in charge of recovered paper sales to China and other So East Asian countries. Cellmark, Inc. is one of the largest exporters of recovered paper and pulp to China with 2 offices in China (Shanghai and Qingdao).
